JACKSON, Miss. — The Mississippi Department of Public Safety has announced a new leadership team that will oversee several of the state’s top public safety agencies following a recent reorganization approved by the Mississippi Legislature.
Commissioner Sean Tindell named James Herzog as deputy commissioner and director of the Mississippi Bureau of Investigation, Joshua Bromen as deputy commissioner and director of the Mississippi Law Enforcement Division, and Jim Brinson as director of the Mississippi Office of Homeland Security.
The appointments follow the passage of House Bill 1612, which restructures several divisions within the Department of Public Safety.
Herzog brings more than three decades of law enforcement experience with the Mississippi Department of Public Safety and the Mississippi Highway Patrol. He has served as lieutenant colonel of the Mississippi Bureau of Investigation since 2024.

In his new role, Herzog will oversee the Mississippi Bureau of Investigation, the Mississippi Bureau of Narcotics, the Mississippi Office of Homeland Security and the Mississippi Forensics Laboratory. Colonel Phillip Pope will serve as deputy director of the Mississippi Bureau of Narcotics.

Joshua Bromen, Director of the Mississippi Law Enforcement Division and Deputy Commissioner
Bromen will lead the newly created Mississippi Law Enforcement Division. He previously served as director of the Office of Public Safety Planning and has built a career focused on officer training, leadership development and strengthening professional standards across Mississippi law enforcement.
Under the department’s new organizational structure, the Mississippi Law Enforcement Division will oversee the Office of Public Safety Planning, the Mississippi Law Enforcement Officers’ Training Academy, the Driver Service Bureau and the Office of Standards and Training.

Brinson has been selected to lead the Mississippi Office of Homeland Security after serving as interim director and deputy director. A U.S. Air Force veteran, Brinson has extensive experience in emergency preparedness, homeland security, active shooter response, terrorism prevention and public safety training.
State leaders praised the appointments, saying the three men have earned the confidence of Mississippi’s law enforcement community through years of dedicated public service.
“Keeping Mississippians safe is a top priority, and strong, experienced leadership is essential to that mission,” Gov. Tate Reeves said in a statement. “Deputy Commissioner Herzog, Deputy Commissioner Bromen and Director Brinson are outstanding choices for these important roles.”
Commissioner Tindell also applauded the new leadership team.
“I have had the privilege of working with each of them throughout their careers and have witnessed firsthand their dedication, leadership and commitment to serving the people of Mississippi,” Tindell said. “I am proud of the work they have accomplished and excited to see the continued impact they will make in their new roles.”
The leadership changes are part of the Department of Public Safety’s ongoing effort to strengthen coordination among its investigative, training and homeland security divisions while continuing to support law enforcement agencies and protect communities across Mississippi.
